I'm trying to use the Playtomic API (http://www.playtomic.com/), they provide a javascript api for high scores and analytics.

Is it possible to call a local html file via network.request() (or any other way) that contain javascript code? What would be the best way to go about this?

You probably could use the webpopup api calls.
