I'm just not sure what to do next.. How do I pay apple $90 to get the id I need?

Hey Jake, good for you :)

Sign in here; http://developer.apple.com/devcenter/ios/index.action

Then click on "Member Center" (top right).

Then "Your Account" up top.

Then scroll down a bit and you will see "Developer Programs" under which iOS will be listed - click the button on the right of it :)
