how would you create a terrain that continuosly moves as a character moves (sort of like tinywings' terrain)?

Display graphics and add a transition left over time :)
Line up a few terrains or recycle ones which have left the screen.

or you can try the old school technique, of drawing each block as you scroll it, replacing the blocks to build the landscape as it scrolls.
